On April 28, 2025, the European Commission announced countervailing duties (CVDs) ranging from 7.3% to 14.2% on Chinese mobile elevating work platforms (MEWPs), targeting unfair competition practices by Chinese manufacturers in the EU market. This follows the anti-dumping duties imposed in January 2025, with combined tariffs reaching 20.6% to 66.7%, further safeguarding EU domestic industries.

The EU Commission's investigation found that Chinese manufacturers benefited from government-provided subsidies such as preferential financing, tax breaks, and below-market land use rights, making their products approximately 20% cheaper than EU competitors. This led to the market share of Chinese MEWP products in the EU rising from 29% in 2020 to 41% in 2022, significantly impacting EU domestic manufacturers.

此次反补贴关税的征收对象包括湖南中联重科智能高空作业机械有限公司（Zoomlion Intelligent Access Machinery）、浙江鼎力机械股份有限公司（Zhejiang Dingli Machinery Co.）和湖南星邦智能装备股份有限公司（Hunan Sinoboom Intelligent Equipment Co.）等中国主要 MEWP 制造商。其中，Zoomlion 的反补贴税率为 11.6%，反倾销税率为 30.1%；Dingli 的反补贴税率为 14.2%，反倾销税率为 6.4%；Sinoboom 的反补贴税率为 7.3%，反倾销税率为 42%。

The countervailing duties apply to major Chinese MEWP manufacturers including Zoomlion Intelligent Access Machinery, Zhejiang Dingli Machinery Co., and Hunan Sinoboom Intelligent Equipment Co. Specifically, Zoomlion faces a 11.6% CVD and 30.1% anti-dumping duty; Dingli a 14.2% CVD and 6.4% anti-dumping duty; and Sinoboom a 7.3% CVD and 42% anti-dumping duty.

EU domestic manufacturers welcomed the move. Alexandre Saubot, CEO of France's Haulotte Group, noted that while the company has factories in China, its products are not exported to the EU, so it is unaffected by the duties. "We are pleased to see the EU take this decision, which shows they have listened to us. It's important that all manufacturers, regardless of origin, have equal and fair market access," he said.

In response to the EU tariffs, some Chinese manufacturers are considering local production in Europe. Zoomlion announced a €100 million investment in a MEWP production base in Hungary to meet EU market demand. Ren Huili, General Manager of Zoomlion's aerial work equipment, said, "The tariffs are here, and we can't change that. We will adhere to our plan for local production and become a globally localized company, not just a trading company.

欧盟委员会的调查还发现，中国的金融体系由国家主导，政府通过所有权和人事关系控制银行体系，向特定行业提供优惠贷款和其他金融支持。这些做法使得中国制造商在欧盟市场上获得了不公平的竞争优势。为了避免 “双重征税”，欧盟委员会在计算反倾销税时，已将补贴金额从倾销幅度中扣除。

The EU Commission's investigation also found that China's financial system is state-dominated, with the government controlling the banking system through ownership and personnel ties to provide preferential loans and other financial support to specific industries. These practices have given Chinese manufacturers an unfair competitive advantage in the EU market. To avoid "double taxation," the EU Commission has deducted subsidy amounts from the dumping margin when calculating anti-dumping duties.

Christopher Friedrich, a board member of Germany's System Lift, noted, "Machine prices will temporarily rise in the medium term. The key question is whether the industry can adjust rental prices accordingly.
